This is a certified Banco Central de Venezuela 5000 Bolivares 1998 specimen note, attributed as P-78es and graded PMG 66.
The face carries Portrait of Simon Bolivar, with Painting on the back. Specimen notes like this one were printed for archive and reference use rather than circulation, which makes surviving examples far scarcer than their issued counterparts, and PMG has certified only a small number of this issue. A difficult note to replace once it settles into a collection.
