This is a certified Banco Central de Venezuela 5000 Bolivares 1997 specimen note, attributed as P-78as and graded PMG 67, with no examples certified in a higher grade.
The face carries Simon Bolivar, with Engraving of Painting and Coat of Arms of Venezuela on the back. Specimen notes like this one were printed for archive and reference use rather than circulation, which makes surviving examples far scarcer than their issued counterparts, and PMG has certified only a small number of this issue.
