This is a certified Banco Central de Venezuela 2000 Bolivares 1998 specimen note, attributed as P-80s and graded PMG 67, with no examples certified in a higher grade.
The face carries Portrait of Andres Bello, with Frailejones and Pico Bolivar with Venezuelan Coat of Arms on the back. Specimen notes like this one were printed for archive and reference use rather than circulation, which makes surviving examples far scarcer than their issued counterparts, and PMG has certified only a small number of this issue. A difficult note to replace once it settles into a collection.
