This is a certified Banco Central de Venezuela 50 Bolivares 2007 specimen note, attributed as P-92as and graded PMG 65 GU.
The face carries Portrait of Simon Rodriguez, with Spectacled Bear in Sierra Nevada National Park on the back. Specimen notes like this one were printed for archive and reference use rather than circulation, which makes surviving examples far scarcer than their issued counterparts, and PMG has certified only a small number of this issue.
