This is a certified Banco Central de Venezuela 20,000 Bolivar Fuerte 2016 specimen note, attributed as P-99as and graded PMG 66.
The face carries Portrait of Simon Bolivar, with Red Siskin and Mountains on the back. Specimen notes like this one were printed for archive and reference use rather than circulation, which makes surviving examples far scarcer than their issued counterparts, and PMG has certified only a small number of this issue. One of the quieter rarities in the Venezuelan series.
