This is a certified Banco Central de Venezuela 10,000 Bolivares 2016 specimen note, attributed as P-98as and graded PMG 64 CU.
The face carries Simon Rodriguez, with Spectacled Bear with Mountains and Venezuela Coat of Arms on the back. Specimen notes like this one were printed for archive and reference use rather than circulation, which makes surviving examples far scarcer than their issued counterparts, and PMG has certified only a small number of this issue.
